Pennsylvania Association of Building Code Officials (PABCO) is a non-profit association and represents PA UCC certified code officials, in addition to municipal code enforcement officers, architects, engineers, builders, remodelers, suppliers and others who are interested in code administration and enforcement in the Commonwealth of Pennsylvania.

Future of PABCO
(April 12, 2024) I am writing to express my deepest gratitude and appreciation for your commitment and past membership with the Pennsylvania Association of Building Code Officials (PABCO). As the PABCO President, it is with great pride and honor that I recognize the invaluable contributions countless individuals have made to PABCO, the building safety profession, and the Municipalities you serve as a code official.
Your hard work, passion, and commitment have been instrumental in advancing our overall mission of promoting building safety and increasing health, safety, and welfare in Pennsylvania for nearly 20 years.
Over the past many months, PABCO leadership has debated the best manner to advance our mission of educating Pennsylvania’s state legislature, the general public, and fellow code officials about building safety issues impacting our Commonwealth.
At its March 2024 meeting, PABCO’s Board of Directors unanimously agreed to dissolve our association (effective April 30, 2024) and combine our members’ voices with a similarly focused nonprofit organization for code officials: the Pennsylvania Building Officials Conference (PENNBOC).
While this action is not an official merger of the two organizations, PABCO has negotiated with PENNBOC for them to provide free 2024 membership in their organization to every PABCO member from the last four years who is not already a current member of PENNBOC.
PABCO has also reached an agreement with PENNBOC for them to expand their legislative monitoring & educational outreach efforts with the aid and input of former PABCO members.
Before April 30th, please provide the names & contact details for the individuals/employees at your organization who should be considered for free PENNBOC membership by completing THIS FORM.
Likewise, if you would like to be considered for the Legislative Affairs Committee, please complete THIS FORM.
A stronger, unified voice for code officials will be more beneficial in the long run. I am confident that with individuals like you leading the way, we will continue to thrive and make significant strides in promoting building safety and code compliance across the Commonwealth.

PABCO Membership Categories
Professional Membership
This category of membership is available to any individual who:
- Is a Construction Code Official (certified by the PA Department of Labor and Industry
- in one or more categories as a Plans Examiner or Inspector), or
Is a Building Code Official (certified by the PA Department of Labor and Industry), or - Is engaged in code administration/enforcement at the municipal level of government including but not limited to zoning, property maintenance, rental inspection, resale inspection, fire inspection, life/safety inspection, student housing inspection, vacant structures, blight and revitalization, etc.
Annual Dues: (Introductory first year rate of $40.00)
(2nd and subsequent years billed on an anniversary date basis – $74.00)
Individual / Educational Membership
This category of membership is available to:
- Individuals
- Unincorporated Partnerships
- Sole Proprietorships
- Schools, Colleges, Universities, Technical Centers
- Any UCC Approved Continuing Education Provider (except Third Party Agencies)
Which:
- Provide services to those engaged in building and municipal code administration and enforcement, or
- Are interested in furthering the objectives of professional building and municipal code administration and enforcement in Pennsylvania
Annual Dues: Introductory first year rate of $60.00
(2nd and subsequent years billed on an anniversary date basis – $115.00)
Municipal / COG Membership
This category of membership is available to:
- Any municipality in the Commonwealth of Pennsylvania
- Any Council of Government in the Commonwealth of Pennsylvania
Annual Dues: (First year introductory rate of $150.00)
Renewals rate is on a sliding scale based on the number of UCC certified code officials employed by the municipality or COG.
Number Certified/Registered Annual Dues- 2nd year
1-9 $ 285.00
10-24 $ 460.00
25-49 $ 690.00
50-99 $ 920.00
Third Party Agency Membership
This category of membership is available to:
- Any Third-Party Agency certified by the Pennsylvania Department of Labor and
Industry to provide UCC administration and enforcement services
Annual Dues – First year introductory rate of $150.00)
(Renewal rate is on a sliding scale based on the number of UCC certified code officials employed by the Third-Party Agency.)
Number Certified/Registered Annual Dues- 2nd year
1-9 $ 285.00
10-24 $ 460.00
25-49 $ 690.00
50-99 $ 920.00
Corporation / Organization Membership
This category of membership is available to:
- Corporations
- Trade Associations and Professional Societies
- Units of Government (municipal, state, federal) that do not qualify for Municipal Membership
Which:
- Provide services to those engaged in building code administration and enforcement, or
- Are interested in furthering the objectives of professional building code administration and enforcement in Pennsylvania
Annual Dues: Introductory first year rate of $150.00
(2nd and subsequent years billed on an anniversary date basis – $285.000)
